2019 Point in Time Count (PIT) Invitation to Bid (ITB): The Point‐in‐Time Count is a one‐day unduplicated count of sheltered and unsheltered homeless individuals and families across the United States. The U.S. Department of Housing and Urban Development (HUD) requires that each Continuum of Care (CoC) conduct a count at the end of January every year. In many cases across the country CoCs conduct their own separate counts that can’t be compared reliably to other communities’ results because the counts are all conducted differently. Here in Arkansas, all CoCs conduct their counts in the same way, at the same time, so findings can be compared across communities and over years.
